Contra Costa County first U.S. county to ban junk food at checkout

California to increase tobacco retailer license fee
Governor Gavin Newsom has signed Assembly Bill 573, increasing the annual state tobacco retailer license fee from $265 to $450 per location starting July 1, 2026. The additional revenue will fund enforcement and inspections tied to the state’s flavored tobacco ban. Supporters say the measure will strengthen compliance and oversight, while CFCA argues it unfairly penalizes compliant small businesses and fails to curb the illicit tobacco market that costs the state billions in lost tax revenue.
