Inaugural CA/DC Energy Summit to Address California’s Impending Energy Crisis

Sacramento, CA – As California grapples with mounting energy challenges from rising foreign fuel dependence to looming refinery closures, the 2025 CA/DC Energy Summit, taking place October 20–21, 2025, in Washington, D.C., will gather policymakers, business leaders, and energy experts to address the urgent need for regulatory balance, infrastructure investment, and energy security.

Congressmen Vince Fong and Kevin Kiley to Lead Key Discussions on Energy Policy, Fuel Stability, and National Security

Hosted by the California Fuels & Convenience Alliance (CFCA), the inaugural CA/DC Energy Summit will kick off on Monday, October 20, and close with the National Energy Security Reception following a series of meetings with federal representatives.

Congressman Vince Fong (CA-20) will deliver the keynote address during the Energy Summit’s opening session, setting the stage for a day of dialogue focused on California’s evolving energy landscape and the actionable solutions federal policymakers can advance to create an environment for balanced energy policies.

Later that evening, Congressman Kevin Kiley (CA-03) will lead a cross-industry discussion on safeguarding the nation’s fuel stability, protecting small businesses, and strengthening U.S. energy security.

The National Energy Security Reception will spotlight the urgent challenges facing California and the nation’s energy supply, including increasing dependence on foreign fuel, refinery closures, supply chain risks, and the need for balanced regulatory reform.

“California is on the frontlines of an impending energy crisis,” said Elizabeth Graham, CEO of CFCA. “With over 75% of the state’s crude oil now imported, much of it from unstable regions, and two major California refineries scheduled to close by spring 2026, our fuel supply is increasingly vulnerable to geopolitical shocks, supply chain disruptions, and costly regulations. We are honored to welcome Congressmen Fong and Kiley to address these issues and help amplify our call for solutions that prioritize affordability, reliability, and national security.”

Key issues that will be addressed at the reception and throughout the Energy Summit include:

  • Foreign Dependence & Supply Chain Risk: In-state oil production has dropped ~32% since 2020, covering less than 25% of California’s needs. With no inbound fuel pipelines, California is a “fuel island” making imports costly, time-consuming, and volatile in the face of global disruptions.
  • Refinery Closures: The announced shutdowns of the Phillips 66 Wilmington and Valero Benicia refineries threaten to remove up to 20% of California’s refining capacity by 2026, further straining supply.
  • Regulatory Pressures: California’s unique regulatory environment, enabled by its Clean Air Act waiver, continues to drive higher fuel prices currently $1.50+ above the national average and creates outsized impacts on small businesses and working families.
  • National Security: Fuel shortages and price volatility don’t just affect consumers and businesses, they threaten military readiness, disaster response, and economic stability.
